Oakland County Jail Mugshots
The official public channel for Oakland County jail mugshots is the CLEMIS Inmate Locator. CLEMIS covers the Oakland County Jail, which is the only active jail facility in the project facility map. The roster is a custody and booking tool. It is not a stand-alone mugshot archive, and the research found no official Oakland County daily booking-photo gallery or separate historical mugshot page.
CLEMIS uses an image column in the current-inmate and recent-inmate tables. The public JavaScript shows a thumbnail when an image URL and PCN value are present. If the image field is blank, CLEMIS displays a no-photo-available image. The profile modal uses a larger frontal image when available. That means Oakland County booking photos are visible only when CLEMIS has an image for the selected booking record and the session can load it.
CLEMIS Photo Field Inventory
The CLEMIS interface exposes the photo as part of the inmate record, alongside identity, booking, location, charge, and hold fields. The photo is not proof of conviction. It is a booking-side image tied to intake or custody. The same record can later connect to a court case, but the formal charges and disposition are found through Oakland County court records after arrest.

The image column belongs to the roster record, so a missing image does not mean the person was never booked or that no jail file exists.
Find or Request Booking Photos
The fastest route is to check CLEMIS first, then use the jail information and records channels if the photo does not appear. CLEMIS requires the user to complete reCAPTCHA, select Oakland County Jail, and open the current, booked-last-72, or released-last-72 tab. The search box is designed for first name, last name, or inmate ID. Profile details open from the Details button.
- Open CLEMIS, complete the reCAPTCHA challenge, and select Oakland County Jail from the jail-selection screen.
- Use the current-inmate tab for a person believed to be in custody now.
- Use the incarcerated-last-72 tab for recent bookings and the released-last-72 tab for recent releases.
- Search by first name, last name, or inmate ID, then use the Details button to open the profile image and record fields.
- If no photo appears, call inmate information at 248-858-1800 or email prisonerinfo@oakgov.com for custody guidance.
- For a booking photo or jail file not online, contact the Sheriff's Records Unit or use the Oakland County FOIA Request Center, subject to exemptions.
For the general jail record path, the full roster process is covered in Oakland County jail inmate records. A mugshot search should still start from the roster because the public photo field is attached to that booking record.
Oakland County Recent Mugshots
CLEMIS has tabs for all current inmates, inmates incarcerated in the last 72 hours, and inmates released in the last 72 hours. The released-last-72 table includes an image field too, so a recently released person's booking photo may still appear during that short public roster window if CLEMIS has an image URL. Oakland County also warns that inmate information may be up to 72 hours out of date depending on the day of week.

The 72-hour tab is useful for recent booking checks, but it should not be treated as a permanent mugshot record.
Retention caution: CLEMIS is designed around current custody and 72-hour recent booking or release tabs. Do not assume a photo remains online after release or after the recent tab stops listing the record.
Are Oakland Mugshots Public?
Michigan FOIA gives access to public records unless an exemption applies, but the research did not locate a Michigan statute that says every booking photo must always be released before conviction. Oakland County's own jail materials state that inmate-locator information is public record and is made available for public protection. That supports checking CLEMIS for the photo first. If the photo is absent or the record is no longer listed, a requester may use the Records Unit or FOIA process for inmate jail files or booking records.
Michigan FOIA statutes:
MCL 15.231 states Michigan's public policy for access to information about government affairs and official acts, subject to legal limits.
MCL 15.233 gives a requester the right to inspect, copy, or receive copies of sufficiently described public records unless an exemption applies.
MCL 15.243 allows public bodies to withhold listed records or information, including some privacy and law-enforcement material.
FOIA is not the route for court case files. Oakland County states that court records are not obtained through FOIA. Court charges and dispositions belong in Court Explorer, MiCOURT, the Legal Records Division, or the district court clerk's office.
What Is Public
A public CLEMIS record can show a booking image, name, booking date, inmate ID, sex, jail location, date of birth, and Details button. The profile modal can add booking date, gender, jail location or release date, estimated release date if available, charges, holds, bond amount due, bond type, court, hold agency, and case number. Public view does not expose protected identifiers such as Social Security numbers or a home address.
What is and isn't public: CLEMIS may display a booking photo for a current, recent-booking, or recent-release roster record. It does not promise a historical mugshot gallery, multiple photo angles, every prior booking photo, or release of exempt records.
Records Unit Photo Requests
The Oakland County Sheriff's Records Unit is the fallback for inmate jail files and records questions when the roster does not answer the request. The Records Unit is at 1201 N. Telegraph Road on the east side of the Main Jail. Its phone number is 248-858-5011, and the email address listed in the research is ocsorecords@oakgov.com. The unit's public hours are Monday through Friday, 8:30 AM to 5:00 PM, with visitors advised to arrive no later than a half hour before closing.
When requesting an Oakland County booking photo, describe the record with the person's full name, date of birth if known, booking date, inmate ID if known, and whether the request concerns a current, recently released, or older jail file. Bring photo identification for in-person records business. For records not already online, use the Oakland County FOIA Request Center. If a prosecutor office record is needed, Oakland routes that through the prosecutor's separate FOIA process, not the countywide portal.
Mugshot Removal Limits
Oakland County does not publish a separate jail-page mugshot removal policy in the research. Michigan record cleanup laws can affect criminal-history and public-record access, but they are not a broad promise that every image copy will disappear from every place online. MCL 764.26a covers removal of qualifying arrest records from ICHAT after no charges, dismissal, or acquittal in specified circumstances. MCL 780.623 addresses set-aside orders, transmission to agencies, and nonpublic retention after expungement or set-aside.
If a case is dismissed, set aside, expunged, or removed from ICHAT, verify the record status with the court, Michigan State Police criminal-history records, and the originating agency. A court order or MSP status change may support a request to correct official records, but it does not turn unofficial copies into an official Oakland County record. The safest records path is to resolve the court record first, then check the jail or agency record that displays the booking photo.
Federal and ICE Photos
Federal and immigration custody do not use Oakland County's CLEMIS photo path unless the person is actually booked into Oakland County Jail. The BOP Inmate Locator covers federal inmates from 1982 to the present, but it is not a county-style mugshot roster. Federal pretrial custody may require federal court, U.S. Marshals, or counsel channels. The ICE Online Detainee Locator System is designed to locate people in ICE custody or CBP custody for more than 48 hours. It is not a public booking-photo gallery.
The matched BOP locator screenshot in the manifest shows the different federal search path. It helps explain why a person missing from CLEMIS after a federal sentence should be searched through BOP, not through Oakland County jail mugshots.
State prison custody is different too. Michigan's OTIS locator is for MDOC prisoners, parolees, probationers, and recent discharges, not current county jail booking photos.
